California indian tribes and the recall election (bilingual)

The author of the the following article is a Kumeyaay. This tribe originally populated the coastal region of what is approximately now San Diego and Tijuana. His point can be stated by the following excerption:

"The State of California does not have jurisdiction over reservations. Except where mandated by Congress or tribal government agreement. Indian reservations are federal land governed by democratically elected tribal officers and federal law. Revenues from Indian government enterprises cannot be taxed by the state."

Voters in California could be be better apprised of facts when listening to campaign issues raised by those in the recall election. Mr. Pico's article presents noteworthy assertions.
